William A. "Budd" Smith is a graduate of Georgetown College (Georgetown KY) where he earned a BA degree in Psychology and Sociology. He also earned MA in Religious Education and PhD degrees from Southwestern Baptist Theological Seminary (Fort Worth TX). While a student at SWBTS, he received the J.M. Price Award and was elected to "Who's Who Among Students in American Universities and Colleges." He did additional study at The University of Surrey (Guildford, England) and at Regent's Park College (Oxford University).

Prior to his appointment to BHCTI in November 2003, he had taught at Southwestern Baptist Theological Seminary since 1977: Adjunct Professor, Psychology (1977-78); Adjunct Professor, full teaching load, Foundations (1978-79). Professor, Foundations (1979-2003). He served as director of the seminary's Oxford Study Program (1987-2003) and held the J. M. Price Chair of Religious Education from Fall of 1997 until retirement, January 2004.

Dr. Smith has served as Minister of Youth and Minister to the Deaf, (First Baptist Church, Danville KY), Minister of Education (Western Hills Baptist Church, Fort Worth TX), and interim Minister of Education in several Texas churches while a seminary professor, specializing in the areas of Adult Education, Sr. Adult Education, and Administration.

He is a member of the National Association for Professors of Christian Education, Baptist Religious Education Association of the Southwest, Association for Supervision and Development of Curriculum, National Association for Children with Learning Disabilities, and the Juvenile Diabetes Association.

Dr. Smith and his wife Cloe have a married son, Todd, daughter-in-law, Jennifer, and grandson Braylon who live in Weatherford TX.
